Toro timemaster blades not engaging

Like the title suggests, I've got an odd problem with my timemaster. I noticed that it was insanely loud the other day when I engaged the blades. The mower is pretty new, it has less than 30 hours on it. So I popped off the deck cover to take a look and it appears that the drive belt and arm brake are shaking pretty bad when the blades are engaged.
