Couldn't figure it out. Then I remembered they asked to be dropped to the closest Civilian outpost. It was kind of a guessing game, but I backtracked to where I thought I picked them up, then figured out where the closest outpost was. A couple minutes later and they were thanking me in a shipping container in a tiny colony.
